What the Design Holds, and What Remains Open

We owe a builder honesty, because we are asking you to build and not merely to believe. Builders need a distinction among commitments, hypotheses, and facts, so here it is, divided cleanly.

• Land and community belong together. A Scale must be accountable to a particular place and to the people affected by it. A community on land, supported by the Doors without being gated by them, connected by the Membrane, and provisioned within bounds is the unit this whole work has been walking toward. It is a commitment rather than a proven design.
• Care and stewardship should count. The design seeks incentives that honor care for people and land rather than extraction. The whole stack is meant to reward right relation, so that caring for each other and the ground is the productive act rather than a cost carried privately. That is the fulcrum the argument rests on.
• Entry must preserve consent. A consociation may condition its initial material guarantee on freely chosen participation under published, appealable terms. It cannot condition that guarantee, citizenship, belonging, or vote weight on initiation through the Doors, spiritual conformity, biometric participation, or measured coherence. The Doors may remain a path into practice. They cannot become a toll on membership or survival.
• Claims follow evidence. A composite is design fiction, a founding group is not a functioning Scale, and a pilot is not proof of federation. Nothing in this volume may be read as a report of an operating institution.
• Growth follows trust. Proof of life before proof of scale. The project should not grow faster than its safeguards, its evidence, and its relationships can bear.

• The currency. The ontology, minting, portability, transfer, revocation, deletion, and material role of COHERENCE remain unresolved. A portable record useful for development, and perhaps for some bounded stewardship decisions, raises an unsolved problem: decentralized trust at scale in a signal people are incentivized to game. The honest route begins where the value is already real, in presence at a gathering, where nothing must be stored to be real, and walks toward the horizon one solved problem at a time. Whether evidence drawn from biometric signals belongs in any stewardship decision remains open. This needs mechanism designers.
• The legal vessel and capital. Community, land, currency, and public obligations need lawful forms and patient funding without private capture, on the timescale of trust and soil rather than the quarter. This needs lawyers, structurers, and the founders of a commons.
• Capture and security. A successful Scale would attract manipulation, coercion, fraud, and political pressure, and the dangerous moment is not failure but success, when a working Scale becomes worth capturing. Distributed vigilance is part of the answer and is not enough on its own without tested controls and remedies. This needs people who can hold vigilance and trust at once.
• Measurement without surveillance. The project must learn whether limited signals can support reflection without creating a dangerous database, a discriminatory proxy, or a false oracle, holding the established apart from the speculative rather than dressing one in the other's authority. This needs engineers who can hold a paradox without dropping either half.
• Safeguarding and governance. Mentorship, initiation, council, and restorative practice need consent, qualification, complaint, appeal, oversight, and exit. Initiation and council are small, slow, and human, and the question of how they scale without hollowing is unanswered. This needs facilitators and culture-keepers who understand that the practice is the product.
• Population and federation. The direct-trust group, governance unit, full Scale, and bioregional network need distinct names, evidence, and nesting mechanisms.
• Implementation status. Every named program, protocol, institution, and site needs a dated public record of what is conceptual, in research, piloted, active, paused, or retired.

Detail without status can impersonate certainty. This list is part of the design, not an appendix to it. We could have hidden it. We did not, because the people this work is looking for are not reassured by certainty. They are summoned by an honest unsolved problem.

There is still something worth building inside that honesty. A care fund can be tested before a currency exists. A council can publish its procedure before it claims validation. A watershed agreement can protect water before a federation has a name. The architecture becomes credible one bounded promise at a time.
